Oracle Expands Cloud Infrastructure Across Europe

The tech giant plans to invest USD 2 billion in Germany and USD 1 billion in the Netherlands over the next five years. These funds will support the development of new cloud regions, boost high-performance computing (HPC) capabilities, and provide AI-powered services designed to meet the specific needs of local businesses and public sector organizations.

This investment places Oracle in direct competition with hyperscale rivals Amazon Web Services, Microsoft Azure, and Google Cloud, which are also rapidly expanding their European operations to meet increasing demand and stricter regulations on data localization and privacy.

The company emphasized that the enhanced infrastructure will support critical sectors such as manufacturing, healthcare, and financial services, allowing customers to utilize cloud and AI services nearer to their data sources. This localized strategy lowers latency and ensures compliance with European Union (EU) data protection standards. Figure 1 shows Oracle Commits $3B to Expand Cloud and AI Infrastructure in Europe.

The investment also aligns with the EU’s digital sovereignty goals, which emphasize increased control over essential digital infrastructure within Member States. By building dedicated cloud regions within countries, Oracle aims to position itself as a trusted technology partner for European institutions seeking secure, scalable AI solutions.

“Organizations throughout Europe are quickly embracing AI to boost productivity, foster innovation, and fuel growth,” said Richard Smith, Executive Vice President for Oracle Cloud Infrastructure [1]. “Oracle’s targeted investments in Germany and the Netherlands will enable both public and private sector organizations to access cloud infrastructure that delivers the performance, security, and compliance they need.”

This initiative is a key component of Oracle’s broader strategy to double its global cloud capacity by 2025, backed by an overall USD 10-billion investment in infrastructure expansion.
