At present, the world’s three major digital powers — the United States, China, and the European Union — are pursuing distinctly different models of AI governance: market-driven, state-controlled, and human-centered, respectively.

According to Dr. Randazzo, the EU’s human-centric framework offers the most promising path for safeguarding human dignity. However, she cautioned that without a unified global commitment to this principle, even this approach remains limited. Figure 1 shows Expert Warns: AI’s Lack of True Intelligence Poses a Global Threat to Human Dignity.

“If we fail to root AI development in the very qualities that define us — our ability to choose, to feel, to reason with care, and to act with empathy and compassion — we risk building systems that reduce humanity to mere data points instead of enhancing the human experience,” she warned.

“It has no understanding of its actions or their purpose; there is no genuine thought process as humans experience it — only pattern recognition devoid of embodiment, memory, empathy, or wisdom.”

The Illusion of Intelligence

Explore what experts mean when they say AI isn’t “intelligent” in the human sense.

  • Explain how AI systems rely on vast datasets and pattern recognition rather than understanding or reasoning.

Human Dignity at Risk

Examine how AI can undermine fundamental aspects of human dignity.

  • Discuss examples where automation or bias in AI has led to unfair treatment or dehumanizing outcomes.
  • Explain why reducing people to “data points” strips away individuality and moral agency.

Global Divides in AI Governance

Compare how major world powers are approaching AI regulation.

  • Explain the U.S.’s market-driven approach, China’s state-controlled model, and the EU’s human-centric framework.
  • Share Dr. Randazzo’s view that only a globally unified, dignity-first approach can prevent ethical erosion.
